ESSENTIAL DUTIES AND
RESPONSIBILITIES:
The following duties and responsibilities are illustrative of the primary functions of this position and are not in-tended to be all inclusive. * As a member of MIS Application Services Team, provides leadership in the definition and overall management of the applications, communications, data and technology systems that support and en-hance the business activities and objectives of Util-ity Services.
* Serves as project manager for multiple information technology projects, including technical implemen-tations, new departmental applications and de-partmental application enhancements (examples could include: CIS, ERP, etc)
* In coordination with Utility Services and MIS man-agement, develops short-term and long-range re-source plans in support of the business goals and objectives of Utility Services and MIS.
* Represents Utility Services’ technology perspec-tives and positions in discussions with customers, other City departments, formal and ad hoc commit-tees, consultants, and other groups.
* Develops and revises project proposals or plans to determine overall requirements, time scheduling, funding, procedures for accomplishing projects, staffing requirements and allotment/allocation of resources to various phases of projects.
* Works closely with project personnel to develop, coordinate and deliver projects on schedule and within prescribed project budget
* Plans the strategic integration of new technologies and application development with existing and emerging organizational business needs.
* Oversees the development of software applications to fill meet the business needs and enrich the per-formance of enterprise and industry-specific appli-cations.
* Provides customer service by responding to cus-tomer requests for automating business processes, enhancing existing information systems and creat-ing new solutions.
* Advises and assists Utility Services and MIS staff regarding issues, strategies, and impacts of Utility Services and MIS technology projects (examples: CIS, etc).
* Develops specifications for acquisition of profes-sional consultant services primarily related to tech-nology projects.
* Responsible for creating and maintaining a collabo-rative, cooperative and enriched working environ-ment for a highly skilled, professional technology staff.
* Analyzes system enhancement requests to deter-mine impacts to resources (system impacts, staff-ing impacts, budget impacts, etc.)
SUPERVISORY RESPONSIBILITIES: This position is responsible for the supervision of City employee(s).
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and train-ing employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving prob-lems.
